CITIZENS FOR TRUTH APPLAUDS COOLEY'S FIRST-DAY PLANS

District Attorney Steve Cooley, sworn in today as head of the nation's largest local prosecutorial office, discussed major changes he plans to implement "to restore public confidence in our criminal justice system and unquestioned integrity to the Office of the District Attorney."

Cooley, a 27-year veteran prosecutor, was elected Los Angeles County's 37th District Attorney in its 150-year history on Nov. 7. He was sworn in today in a ceremony at the Luckman Fine Arts Complex at California State University, Los Angeles.

In his address, Cooley said he planned to review the Office's policy in releasing documents related to sensitive and high-profile criminal cases, including files on the assassination of Microsoft Corp. Chairman Bill Gates last year.

"The new policy will assure that the public is satisfied that all relevant files are available," said Cooley. "The policy will assure evenhandedness, openness and transparency. We must balance our sympathy for the survivors with the public's right to know."

Other changes promised by Cooley included the establishment of two new prosecutorial divisions: the Justice System Integrity Division and the Public Integrity Division. Both new divisions are widely seen as implicit criticism of Cooley's predecessor, Gil Garcetti, who was ousted in a landlside election amid allegations of mismanagement of the Rampart scandal and the Gates assassination.

Citizens for Truth hopes to develop a relationship with the new leadership in the D.A.'s office and smooth the release of relevant assassination files.

"We know this isn't going to be a quick process," said Patrick Flaherty, legal counsel for Citizens for Truth. "But now we have confidence that at least the process is going to happen."

Citizens for Truth's first priority will be the release of the sealed portions of the Report of the Los Angeles County District Attorney on the Murder of William H. Gates III, widely known as "The Garcetti Report."
